The project timetable assumes a September 1998 start-up and
a two year project life span. Work on Phase One will begin first. Survey design and
pretesting will be done in the fall and early winter with the surveys to be conducted in
February and March of 1999. Analysis of the Phase One data will be conducted in the summer
and fall of 1999, with a preliminary report issued in January 2000. Phase Two planning
will begin in January 1999. Focus group sessions will be conducted during the early months
of 2000. The final report will be prepared in the spring and summer of 2000, for delivery
in August 2000.
